Consultation on solutions and policies to support businesses in recovering production due to natural disasters and plant diseases

(BAFU) – On October 29, 2024, Bac Giang Agriculture and Forestry University (BAFU) coordinated with the Vietnam General Association of Agriculture and Rural Development to organize a discussion session “Consultation on solutions and policies to support businesses in restoring agricultural production in areas damaged by natural disasters and plant diseases”.

The purpose of the program is to contribute to policy innovation and solutions to support businesses in restoring agricultural production, and promote public-private cooperation in developing and implementing policies to support rural agricultural enterprises.

Chairing the discussion were Prof. Dr. Pham Bao Duong – Rector of BAFU; Dr. Nguyen Tri Ngoc – Vice President and General Secretary of Vietnam General Association of Agriculture and Rural Development; Mr. Phan Vinh Quang – Director of Business Ecosystem Component, IPSC Project. Attending the discussion were representatives of businesses, speakers, consulting organizations, policy research institutes, business associations and agencies of Bac Giang province.

Speaking at the opening of the discussion, Prof. Dr. Pham Bao Duong welcomed the delegates to visit and attend the program at BAFU. The Rector said that the University also had suffered significant damage from Typhoon YAGI and hoped that in this discussion, delegates would discuss and offer feasible solutions and recommendations to support businesses in recovering production due to natural disasters and plant diseases.

Dr. Nguyen Tri Ngoc – Vice President, General Secretary, Vietnam General Association of Agriculture and Rural Development emphasized that “Vietnam is one of the countries most impacted  by natural disasters, Storm No. 3 (Yagi) and storm No. 6 (Trami) have caused damage of massive financial and production losses. Agricultural production is facing many difficulties and challenges when agricultural households and businesses fall into ruin after natural disasters. Therefore, there is a great need for State mechanisms and policies to support agricultural production in areas damaged by natural disasters”.

The Delegates at the conference also heard the presentations:

1/ “The process of participating in building and commenting on mechanisms and policies to support the restoration of agricultural production in areas damaged by natural disasters and plant diseases: Results and Lessons learned”, presented by Dr. Nguyen Tri Ngoc – Vice President, General Secretary, Vietnam General Association of Agriculture and Rural Development.

2/ “Proposing mechanisms and policies to support businesses participating in restoring agricultural production in areas damaged by natural disasters and plant diseases”, presented by Mr. Tran Manh Bao, CEO of ThaiBinh Seed Group, Chairman of VSTA.

3/ “Agricultural insurance policy, natural disaster insurance in Vietnam and assessment of policy impacts”, presented by Mr. Do Huy Thiep, Deputy Director, Institute for Agricultural Market and Institutional Research.

4/ “International experience: Agricultural insurance policy in Japan and suggestions for Vietnam”, presented by Prof.Dr. Pham Bao Duong, Rector of BAFU.

5/ “Agricultural insurance services, natural disaster insurance”, presented by Mr. Phan Vinh Quang, Director of Business Ecosystem Component, IPSC Project.

Delegates attending the event had lively discussions and highly appreciated the solutions of the presentations with comments from Assoc. Prof. Tran Van Dung – Chairman of (Vu Mackenzie) Vietnam Law Firm; Mr. Ngo Sy Dat – Director of the Institute for Agricultural Market and Institutional Research; Mr. Le Ba Thanh – Deputy Director of the Department of Agriculture and Rural Development of Bac Giang province. The discussions revolved around the issues such as: Farmer households and businesses receive timely and effective policy support from the Government; The rights issues of farmer households and businesses related to agricultural insurance; Weather affects people’s daily lives and accurate weather forecasting allows people and businesses  to better prepare for the impacts of changing weather etc.

Addressing a closing speech, Mr. Ho Xuan Hung – Chairman of the Vietnam General Association of Agriculture and Rural Development sent his thanks to the delegates who participated in the discussion and contributed ideas to the program. Besides, he expressed his hope that agricultural insurance agencies need to increase resources to promptly and effectively support people./.
