(BAFU) – On August 1st, at Thai Nguyen University, the Ministry of Education and Training held a seminar to comment on the draft circular promulgating the standards for higher education institutions chaired by Deputy Minister Hoang Minh Son.
The Education Law 2019 stipulates that one of the contents of state management of education is “promulgating standards of educational institutions”. The Law also stipulates that the Ministry of Education and Training is the focal point to assist the Government in performing the state management of higher education and is responsible for the regulation of higher education standards.
The Ministry of Education and Training (Education and Training) is collecting comments for the draft circular regulating the standards of higher education institutions (university). Many concerns have been raised by experts about this draft circular, because it is said to have a great impact on the higher education system.
Overview of the seminar
According to the draft circular, the higher education institution standard prescribes the minimum requirements for quality assurance conditions and operation results of an institution. Specifically, the higher education institution standards are built with 6 standards (organization and administration; lecturers; teaching and learning conditions; finance; enrollment and training; research and innovation); 24 criteria and 29 key indicators. This is the basis for appraisal and supervision of training operation conditions of higher education institutions according to the provisions of law. In addition, there are 6 orientations for building standards, the higher education institution standard is built on 7 principles: Unique, suitable for higher education institutions; main focus on input factors, operational status of higher education institutions; conformity with international standards and criteria; feasible, not too complicated; inherited, not inconsistent with current regulations; take the interests of learners as the center.

In a report on the orientation, purpose and principles of standard development, Assoc. Prof. Dr. Nguyen Thu Thuy – Director General of Higher Education Department, MOET said: The standard of higher education institutions stipulates the minimum requirements for conditions. ensure the quality and operation results of a higher education institution as a basis for assessing and monitoring training operation conditions of higher education institutions in accordance with law; publicize and transparently inform information about the capacity and operation results of higher education institutions; planning and arrangement of the network of higher education institutions.
“The results of standard implementation as prescribed in the draft circular will be publicly announced by the Ministry of Education and Training every year, expected to be public for the first time from June 6. The public announcement of this result is a particularly important information channel for the whole society to monitor the activities of the higher education institution, “- Mrs. Thuy emphasized.
The draft received 116 comments, which focused on 3 criteria: Organization, governance; Lecturers; Research and innovation. Also within the framework of the program, the delegates exchanged and discussed issues such as land fund, enrollment, study conditions for students…
Concluding at the discussion, Deputy Minister Hoang Minh Son emphasized: The draft Circular promulgating the Higher Education Institution Standards will have a great impact and be an important management tool in each university and the whole system. Our responsibility is to develop the system, how to plan and arrange the higher education system in an orderly, methodical and spacious manner. To do that, it is necessary to set specific standards and criteria for schools and higher education institutions to strive for.
