On May 15, 2023, the Ministry of Education and Training of Vietnam issued Official Dispatch 2158/BGDDT-TTr guiding the inspection and examination of the high school graduation exam in 2023; which stipulates the standards of participants in the inspection and examination of the 2023 high school graduation exam.
1. Standards of participants in the inspection of the high school graduation exam in Vietnam 2023
According to Official Dispatch 2158/BGDDT-TTr dated May 15, 2023, the standards of participants in the inspection of the 2023 high school graduation exam are regulated as follows:
– Being an inspection officer or collaborator in the local education inspection for the inspection and examination team of the Department of Education and Training;
As an inspector, an education inspection collaborator or persons working as internal inspectors, cadres, public employees, or permanent lecturers of universities, academies, or colleges that train college-level preschool teachers (collectively referred to as training institutions) for the inspection team of the Ministry of Education and Training;
Being an officer of the Department of Schools for the inspection team of the Department of Schools and being evaluated and graded at the level of completing the task well or higher in 2022.
– Having professional qualifications suitable to the requirements and tasks of the education inspector; participating in the training on Exam Regulations, inspection, and examination skills; and meeting the requirements of the post-training assessment.
2. Cases that are not allowed to participate in the inspection of the high school graduation exam in Vietnam 2023
Cases that are not allowed to participate in the inspection of the high school graduation exam 2023 in Official Dispatch 2158/BGDDT-TTr are as follows:
– Those who have a wife, husband, father, mother, child, biological brother, sister, or younger brother; father, mother, brother, sister, brother of a spouse; guardian; wards (collectively referred to as relatives) who participate in the examination in the year of the examination are not allowed to participate in the examination at the council where their relatives take the exam or participate in the organization of the exam.
– Persons being considered for disciplinary action or being examined for penal liability.
– Persons who commit violations are disciplined or have been sentenced without the expiration of the time limit for disciplinary remission or criminal record remission.
– Persons who do not meet other conditions to join the inspection and examination teams as prescribed by law.
3. Objects of inspection of the high school graduation exam in Vietnam 2023
According to Official Dispatch 2158/BGDDT-TTr, the subjects of inspection of the 2023 high school graduation exam are specified as follows:
– The inspection and examination teams established by the decision of the Minister of Education and Training or the Chief Inspector of the Ministry of Education and Training, whose objects of inspection and examination are: the Department of Education and Training, the Board of Education, and the test scores.
– The inspection and examination teams established under the decision of the Director of the Department of Education and Training or the Chief Inspector of the Department of Education and Training, whose objects of inspection and examination are: the DT, the test score.
4. Instruction on inspecting the high school graduation exam in Vietnam 2023
The method of inspection of the high school graduation exam 2023 in Official Dispatch 2158/BGDDT-TTr dated May 15, 2023 is as follows:
– Work with the Department of Education and Training/HDET to announce the inspection decision or notify the inspection decision.
– Listen, receive reports (written or direct reports).
– Receive, check, and compare documents on the direction, coordination, and implementation of the exam organization.
– Check and verify the actual performance of the tasks of the members of the Board of Directors and their test scores.
– Handle or recommend the handling of limitations, omissions, and violations (if any).
– Make inspection and examination records with the inspected and examined objects.
